Once the site licence has been granted, the licensee remains responsible for the safety of the site (even if the site licence has been surrendered or revoked) until a site licence is granted to another organisation or HSE declares that there is “no longer any danger from ionising radiation”.

No person or organisation may dispose of radioactive waste except in accordance with an authorisation, unless the waste is below the clearance level. The operator must demonstrate that the Best Practicable Environmental Option (BPEO) has been selected and that the chosen process represents the Best Practicable Means (BPM) for minimising waste creation and limiting radioactivity in releases, ensuring the ALARP principle is adhered to.
