# LC14 -- Safety Documentation

## Condition

Licence Condition 14 requires the licensee to produce and maintain **adequate safety cases** to justify safety during all lifecycle phases: design, construction, manufacture, commissioning, operation and decommissioning.

The licensee must make and implement adequate arrangements to produce safety cases consisting of documentation to justify safety. These documents must demonstrate that hazards have been identified, risks assessed, and appropriate measures implemented to reduce risk so far as is reasonably practicable (SFAIRP/ALARP).

- A documented safety case must exist for every significant activity or facility state
- The safety case must identify all hazards and assess associated risks
- It must demonstrate that risks are reduced SFAIRP
- Safety cases must be kept up to date as conditions change
- ONR may direct the licensee to produce specific safety documentation

## Relevance to Decommissioning

LC14 is fundamental to decommissioning because **every phase of D&D work requires safety justification**. The safety case documentation chain for decommissioning typically progresses through multiple stages:

- **SJP** (Safety Justification Plan) -- initiates the safety campaign
- **PSR/PCSR** -- justifies design and construction of any new facilities needed for decommissioning
- **POSR** (Pre-Operational Safety Report) -- justifies commencement of decommissioning operations
- **FSC** (Facility Safety Case) -- the operational safety justification during decommissioning

Decommissioning safety cases must address hazards that may differ significantly from those in the operational phase, including structural instability, legacy contamination, and novel dismantling techniques. The safety case must be updated as the facility configuration changes through progressive dismantling.
