Lesson 6 6.7 Decommissioning Planning

When new build is required to complete decommissioning, a whole series of safety cases are required. The documentation follows a staged approach:

Safety Case Documentation Chain

DocumentPurpose
SJP — Safety Justification PlanDemonstrates the safety justification will be progressed in a coherent, structured and timely manner; kick-starts the safety campaign
PSR — Preliminary Safety ReportDemonstrates it is feasible to achieve an approved safety justification; describes concept, purpose and safety targets
PCSR — Pre-Construction Safety ReportUpdates the PSR; presents the safety case to justify the design and construction; sets the Reference Design; approval is a prerequisite for construction to commence
PCMSR — Pre-Commissioning Safety ReportPresents the safety case to justify proceeding to commissioning; updates the PCSR for any design changes during construction
SCS — Safety Commissioning ScheduleDescribes required commissioning including safety-related functions to be proven; may be divided into inactive and active commissioning
CR — Commissioning ReportDemonstrates that commissioning requirements in the PCMSR and SCS were successfully met
POSR — Pre-Operational Safety ReportUpdates the PCSR and PCMSR to reflect the as-built facility; forms the basis for granting consent to commence decommissioning operations
FSC — Facility Safety CaseThe final operational safety justification for the facility during decommissioning
