When new build is required to complete decommissioning, a whole series of safety cases are required. The documentation follows a staged approach:

| PSR — Preliminary Safety Report | Demonstrates it is feasible to achieve an approved safety justification; describes concept, purpose and safety targets |
| PCSR — Pre-Construction Safety Report | Updates the PSR; presents the safety case to justify the design and construction; sets the Reference Design; approval is a prerequisite for construction to commence |
| PCMSR — Pre-Commissioning Safety Report | Presents the safety case to justify proceeding to commissioning; updates the PCSR for any design changes during construction |
| SCS — Safety Commissioning Schedule | Describes required commissioning including safety-related functions to be proven; may be divided into inactive and active commissioning |
| CR — Commissioning Report | Demonstrates that commissioning requirements in the PCMSR and SCS were successfully met |
| POSR — Pre-Operational Safety Report | Updates the PCSR and PCMSR to reflect the as-built facility; forms the basis for granting consent to commence decommissioning operations |
| FSC — Facility Safety Case | The final operational safety justification for the facility during decommissioning |
